The Levy Lid Lift — Proposition 2 — provides funding stability for the senior meals program. Senior meals are coordinated through the Whatcom Council on Aging which receives a small Federal subsidy. The remaining funds come from meal recipients, donations and, importantly, the Levy Lid Lift. The levy is not a new tax. Proposition 2 would, however, increase the amount of the “lift” portion of the levy by a few cents to 22 cents per $1,000 of assessed value, bringing the total of the entire regular property tax levy to 85 cents.
I have attended meetings where WCOA has presented statistics on senior meal service. The “Argument Against” statement in the Voter’s Pamphlet implies that the money is not needed, at least not on San Juan or Lopez islands. In fact, while the number of Senior Center lunchroom meals have remained relatively steady over the last decade on all three islands, home-delivered meals – Meals on Wheels – have doubled on San Juan Island and more than tripled on Orcas Island. This program delivers nutritious meals to home-bound seniors. Also, the personal check-in that comes with a Meals on Wheels home visit can be literally life-saving.
Unfortunately, Federal funds have failed to keep pace with this need. As our island population continues to age, we can expect the need to increase further. The support provided by the proposed levy lid lift makes it possible for the meal program to continue to meet this growing need.
