Anthony Kean, 31, of Eastsound, was charged with possession of a controlled substance and possession of methamphetamine in San Juan County Superior Court on March 13.

At approximately 3:30 p.m. on March 10, a deputy responded to a report of a suspicious vehicle at the Orcas ferry landing. The reporting party said he had seen the vehicle there many times and thought the driver may be transporting drugs.

The deputy pulled up behind the suspicious car, a blue 1994 Honda Accord sedan, and noticed the registration expired in March 2016. According to the probable cause statement, Kean was reportedly aware of the expired registration and planned to get it taken care of the next day.

Kean’s license was suspended in the third degree so the deputy placed him under arrest. The deputy read him his rights, searched him and placed him in the back seat of the patrol vehicle.

In the front of Kean’s hooded jacket, the deputy said he found a glass pipe that, based on his training and experience, is used to smoke methamphetamine. The deputy also reportedly found four plastic baggies, one of which held small white, translucent specks and clear plastic tubes, one with white specks inside. A field test indicated the presence of methamphetamine from the glass pipe. A patch of Suboxone — an opioid-treatment medication, for which Kean does not have a prescription — was allegedly found in his wallet.

Kean’s criminal history includes taking a vehicle without permission in the second degree; criminal impersonation in the first degree; possession of a controlled substance; driving with a suspended license in the third degree; driving under the influence; assault in the fourth degree; burglary in the second degree; minor in possession; and residential burglary. His arraignment is scheduled for 9:30 a.m. on March 25.
