Ann Elizabeth Slocombe, 87, of Friday Harbor, Washington died Wednesday, September 3, 2008 at Islands Convalescent Center in Friday Harbor. She was born on December 17, 1920 in Rigby Idaho, the daughter of Valentine and Eva (Mechling) Hanson. Ann moved to Friday Harbor with her mother when she was 21 years old. She was employed as a telephone operator and also as a clerk at Templin’s grocery store on Orcas. Ann met her husband, Russell Slocombe, while he was in the Coast Guard. The couple moved to San Francisco, where they lived for many years, but always returned each year to Orcas for vacation. Upon retirement, they moved back to Orcas. Following Russell’s death, Ann moved to Friday Harbor with her daughter, where she volunteered at the Senior Centers on both Orcas Island and Friday Harbor. Ann was also very active with the American Legion Auxiliary on Orcas. She enjoyed all needlework, but especially liked to knit. Ann was preceded in death by her parents and her husband, Russell. She is survived by her daughter, Teresa (Terry) Slocombe of Friday Harbor and her cousin and spouse, Vern and Gloria Mechling of Salt lake City, UT. A memorial service will be held at a later date. Memorials may be made to either the Alzheimer’s Association, or to the Orcas Senior Center or Friday Harbor Senior Center. Their philanthropy, not so much in word as in deed and in giving, has been felt by most Orcas Islanders, either directly or indirectly.

The Port of Orcas commissioners met on Sept. 11 to entertain a proposal from the Eastsound Sewer and Water District (ESWD), begin work on planning the 2009 Budget and to discuss the Federal Aviation Administration’s (FAA) Compliance Check of Sept. 10.
Whether the San Juan County Comprehensive Plan and its development regulations are revised, changed or updated more than once a year might not matter much to most islanders.
This fall the County Noxious Weed Control Board (NWCB) will ask the San Juan County Council to increase the noxious weed control assessment to restore the capacity of the Noxious Weed Control Program and to fund it adequately for the next five years. The NWCB is requesting a five- to ten-dollar increase in the annual assessment to each property owner in order to keep the program functioning at its historical capacity. The noxious weed control program receives a fixed funding level based on the number of parcels. That number has barely increased over the last six years since the assessment was first passed, causing a budget crisis for the program. The program’s budget has essentially remained the same while cost of living (COLA) increases, automatic pay increases required for county staff, and other program costs have continued to increase. As a consequence, the board has had to reduce the number of hours the noxious weed coordinators work in order to stay within budget. The proposed assessment would allow the program to be restored and would fund projected expenditures for a minimum of five years.

The Orcas Island School District (OISD) board met with Superintendent/High School Principal Barbara Kline on Tuesday, Sept. 9, to discuss the goals for this year, including a review of the two-year-old Strategic Plan and planning for a bond issue in the coming year.
At the conclusion of the Orcas Island Fire District (OIFD) meeting on Sept. 9, the commissioners unanimously voted to allow Chief Mike Harris to start the bid process on a new ambulance based on a Road Rescue model. The commissioners also discussed future steps pertaining to the tenant currently residing at the future Deer Harbor Station, approved an interlocal agreement with San Juan County in regards to the same station, formally approved the purchase price of the mini pumpers and clarified next steps on the division chief proposal.
